Peer Discovery & Symmetric Connection Handshake

Public Key Exchange

AES Payload Sealing
Encrypts payload with a fresh 256-bit AES key and 16-byte IV, then seals the AES key with RSA.
Secure Decryption
Recipient unseals the symmetric key with their private RSA key, then decrypts the payload.
